Start with an SBVR-style content model that you write simply as an MS Word document. Create a combination of glossary, rules and diagrams, in the mix you prefer.

Use an XSLT Framework to get your model validated, and present its elements in handy alphabetic lists that you can manipulate, analyse, communicate and process further.
